Food Insecurity Reports
“Community Food Centres (CFC) – Release of “Beyond Hunger.”
Even before COVID-19, food insecurity affected nearly 4.5 million Canadians. In the first two months of the pandemic, that number grew by 39 per cent. Food insecurity now affects one in seven people, disproportionately impacting low-income and Black, Indigenous and People of Colour (BIPOC) communities. “Beyond Hunger illustrates that food insecurity is about equity and income,” says Saul. “We urgently need a national solution that goes beyond emergency food assistance. We need a solution founded in solid policy that addresses inadequate social programs, systemic racism and precarious employment.”
Why Food Insecurity happens in Canada:
- People are stuck in low wage and precarious jobs
- Canadians are struggling with a rising cost of living
- Colonialism and systemic racism
- Low social assistance rates trap people in poverty
- More and more people are living alone
- Food in the North is unaffordable
- 81% say it takes a toll on their physical health
- 79% say it impacts their mental health
- 57% say it is harder to find and keep a good job
- 53% say it is a barrier to finding meaning in life
- 58% say it limits their ability to take part in social activities
- 46% say it limits their ability to celebrate their culture
We believe government policy is necessary to address the real cause of food insecurity. Policy is what will increase incomes and make life more affordable — for everyone. Here are four policy changes for the federal government to act on:
- Invest in income supports for low income Canadians
- Increase income benefits for single adults who suffer disproportionately from food insecurity by:
- Ensuring low-wage workers have equal access to Employment Insurance.
- Improving existing tax benefits so they provide more income by making them refundable.
- Creating a tax credit specifically for working-age adults.
- Ensure low-income Canadians, especially First Nations living on reserve, have better access to tax filing supports and benefit services.
- Make life more affordable for Canadians
- Speed up the implementation of the Canada Housing Benefit, which supports people who can’t
- afford their housing.
- Increase federal funding for early learning and child care.
- Move forward with a universal public pharmacare program.
- Set targets and improve reporting on food security
- Set targets to reduce food insecurity.
- Ensure Statistics Canada reports on food insecurity annually and collects better race-based data.
- Ensure progress on food insecurity is achieved equitably
- In partnership with Northern leadership, continue to reform Nutrition North Canada.
- In partnership with Indigenous leadership, create an Indigenous food sovereignty fund.
- In partnership with Black communities, create a fund to decrease food insecurity for Black Canadians.
- Apply a racial equity lens to all poverty and food-security policies.

Climate crisis and First Nations Right to Food
The Narwhal – Human Rights Watch released “My fear is Losing Everything: Climate Crisis and First Nations’ Right to Food in Canada“. The report details how longer and more intense forest fire seasons, permafrost degradation, volatile weather patterns and increased levels of precipitation are all affecting wildlife habitat and, in turn, harvesting efforts.
The report also outlines how there are more hunting and foraging risks due to warming temperatures. For instance, it’s harder — and sometimes impossible — to hunt caribou because the ice and permafrost they travel on isn’t stable enough for hunters.
“Climate change threatens to decimate these food systems, risking further serious consequences for livelihoods and health,” the report states.

The report also found that climate change is driving up prices for less-nutritious, store-bought alternatives that need to be brought in from the south. This is in part due to the fact that roads constructed from snow and ice are becoming less reliable because of warmer winters, meaning food needs to be flown in, which is far more expensive. This compounds the risk of food poverty for First Nations people, the report states.
Canada gets a failing grade on mitigating the effects of climate change, according to the report. The country is among the top 10 emitters of greenhouse gas emissions in the world, with per capita emissions upward of four times higher than the global average, the report states, noting that between 1990 and 2017, emissions increased by roughly 19 per cent, mainly due to mining and oil and gas production.
Canada is warming roughly twice as fast as the global average; in the North, it’s even worse, with temperatures rising three times as quick.
Human Rights Watch lays out several recommendations for the federal government, including that:
- Canada deem the right to food a basic human right
- strengthen its climate change policies to reduce emissions
- improve climate adaptation measures in First Nations and
- support a transition toward renewable energy, including for First Nations, in the COVID-19 stimulus package.

Cree Nation Government expresses its disappointment in Quebec’s lack of meaningful collaboration regarding the moose population situation in Zone 17
Nemaska, Eeyou Istchee – The Cree Nation Government wishes to provide the following statement in response to the situation of the decline in moose population in Zone 17 and the discussions on the potential allocation of a portion of the Cree harvest of moose to Jamesian resident of the territory.
The Cree Nation Government would like to express its disappointment in the process and the lack of collaboration and communication that has been demonstrated by the Ministry of Wildlife, Forest and Parks and MNA for Ungava Denis Lamothe with respect to potential solutions to maintain a sports hunt for residents of the territory.
While the Cree Nation Government was in a process to find solutions to maintain a limited sport hunt for residents of the territory while respecting the decisions of each respective communities, the Cree were unfortunately informed, via a public notice on social media by MNA for Ungava Denis Lamothe, that such solutions would not be considered by the Ministry of Wildlife, Forest and Parks.
The recent announcement of the MNA has been issued without any Cree involvement and disregarded efforts currently in progress by the Cree. The announcement also referred to decisions by our Cree communities regarding the allocation to the sports hunt. Any announcement of a Cree harvest allocation to the sports hunt should have been provided by the Cree Nation Government. Furthermore, this announcement fails to respect due process while such decision by Québec should have been brought to the Cree Hunting, Fishing and Trapping Coordinating Committee (HFTCC).
It is important to clarify that intensive efforts have been invested by the Cree Nation Government, concerned communities and tallymen, to propose solutions and approaches that would meet the expectations of all impacted by the decline of the moose population in Zone 17, including the Jamesian residents of the territory.
Given the current population, the HFTCC has established a limit of harvest of 104 moose and allocated this entre harvest to the Cree as foreseen in the JBNQA which states under sub-paragraph 24.6.3 d) that if game populations do not permit levels of harvesting equal to the guaranteed level established pursuant to paragraph 24.6.2, the Native people shall be allocated the entire harvest and may allocate a portion of this kill to non-Natives through recognized outfitting facilities. Pursuant to this, and given the sensitivity of the issue, the Cree have undertaken extensive consultations throughout the last 5 months with the impacted communities and tallymen to assess the feasibility of sharing a portion this allocation to the Jamesian residents of the territory.
The communities have expressed many concerns on the decline of the moose population including increased pressure from development, forestry and mining activities, increased uncontrolled access, lack of monitoring of wildlife population, as well as the lack of surveillance in the territory. Most importantly, the impacted communities and tallymen have outlined the importance of prioritizing the conservation of the moose population and its habitat first and foremost as well as the preservation of their traditional activities and subsistence needs as outlined in the James Bay and Northern Québec Agreement (JBNQA).
Our tallymen have been patient and have continued to show openness despite the numerous impacts that they are subject to. The allocation of moose would have required great sacrifice by our tallymen and people to further reduce our harvest to accommodate the needs of the residents of the territory. Despite this, some of our tallymen and communities were still open to share their portion of the moose harvest in a spirit of sharing, compassion, and harmony between users of the territory.
The decision the Cree Nation of Waswanipi has taken to maintain the closure of the moose sport hunt for 2022, is in respect of concerns brought forth through their tallymen and the desire to focus on the development of a moose conservation plan. In parallel, the community and concerned tallymen of Ouje-Bougoumou has been open to allocate a portion of their harvest to the Jamesian residents of the territory for a special project that would maintain a limited sport hunt for the 2022 season.
The Cree Nation has expressed numerous times their openness by proposing solutions that have unfortunately not been adopted by the Ministry of Wildlife, Forest and Parks. In the meantime, the Cree Nation Government, the concerned communities, and tallymen will continue its work towards developing a moose conservation plan and harvesting guidelines through a Moose Management Committee. This plan will outline measures addressing impacts on the moose population and its habitat.
The Government of Québec must acknowledge its responsibility towards balancing development and conservation of habitat in addition to facilitating and promoting a harmonious co-existence between populations of the territory. The Cree Nation Government remains open to these discussions in the spirit of collaboration essential to positive and beneficial relations for all.

Food Insecurity Strategies
First Nations Food, Nutrition and Environment Study
Assembly of First Nations – Built on collaborative research with 92 First Nations across the country – 7,000 participants over 10 years – the FNFNES highlights that traditional foods remain foundational to First Nations’ health and well-being, and that the quality of traditional food is superior to store bought food. However, due to environmental degradation, socioeconomic, systemic and regulatory barriers, many First Nations face three to five times the rate of food insecurity than the Canadian population overall. Families with children are affected to an even greater degree.
The FNFNES partners urge decision-makers to use the key findings and recommendations, being released the week after World Food Day, to inform policies and programs to address First Nations food insecurity and sovereignty.
The six primary recommendations are:
- Support initiatives promoting First Nations rights, sovereignty, self-determination, values and culture.
- Prioritize protecting the environment, First Nations lands, waters and territories.\
- Build capacity to eliminate barriers to proper nutrition, reducing food insecurity.
- Improve partnerships, collaboration and communication between First Nations and all levels of government, as well as partnerships between First Nations to support sharing information about food, nutrition and the environment.
- Support continuing research, education and public awareness.
- Create a First Nations-led joint national task force or committee to plan how to implement these recommendations.
“For First Nations, traditional food represents much more than nutrition, it plays important cultural, spiritual and ceremonial roles. There is an urgent need to address systemic problems and barriers relating to First Nations food systems, security and sovereignty in a way that honours First Nations knowledge, leadership and rights. New programs, policies and legislation must be created to protect the environment from further degradation and ensure that First Nations have access to a healthy diet, including traditional food,” says AFN Senior Director of Environment Lands and Water and FNFNES Principal Investigator Tonio Sadik.
Now complete, the FNFNES identified areas needing further study. Its core partners are collaborating on another multi-year research project called the Food, Environment, Health and Nutrition of First Nations Children and Youth (FEHNCY) study. Like the FNFNES, this study is being funded by Indigenous Services Canada’s First Nations and Inuit Health Branch.

The Inuit Nunangat Food Security Strategy
Inuit Tapariit Kanatami – The “Inuit Nunangat Food Security Strategy” (INFSS) identifies drivers of food insecurity that are common to all regions of Inuit Nunangat. It sets out the coordinated actions required to address the interrelated drivers of food insecurity, such as:
- high living costs
- climate change, and
The INFSS calls for actions to strengthen Inuit control over the governance of our food system through national policies, programs, and initiatives that provide direct supports for the local and regional Inuit-driven initiatives that are can make a difference. Furthermore, the Strategy identifies ways to support the development of an Inuit Nunangat food system that more closely reflects the realities and priorities of Inuit communities.
The Inuit Nunangat Food Security Strategy (INFSS) advances Inuit-driven solutions for improving food security and creating a sustainable food system in Inuit Nunangat. Our vision is to end hunger and support Inuit food sovereignty throughout Inuit Nunangat by helping to develop a sustainable food system that reflects our societal values, supports our well-being, and ensures our access to affordable, nutritious, safe, and culturally preferred foods.
The high prevalence of food insecurity among Inuit is among the longest lasting public health crises faced by a Canadian population. Moreover, Inuit face the highest documented prevalence of food insecurity of any Indigenous people living in a developed country. This crisis not only reflects the significant challenges experienced within our food system but also the gravity of compounding social and health inequities that persist among our people.
Multiple interrelated factors including poverty, high cost of living, climate change, inadequate infrastructure, intergenerational trauma, and systemic racism contribute to Inuit food insecurity.
- Governments must take action to end this crisis by partnering with Inuit to improve food security in Inuit Nunangat. Action and investments are needed to support harvesting activities and Inuit wildlife management decision-making
- subsidize and regulate food transportation
- support regional food production through the development of local food markets
- develop effective public policy initiatives, food security programs, and interventions
Partnerships between Inuit, governments, and research institutions are necessary to monitor the effectiveness and impacts of such measures, protect our health from contaminants, and support the development of new initiatives focused on the most vulnerable members of our society.
Ambitious and coordinated action within the following five priority areas is necessary to address the drivers of food insecurity:
- research and advocacy;
- food system and well-being;
- legislation and policy;
- programs and services; and
- knowledge and skills.
The INFSS identifies objectives and actions within each priority area that must be advanced by Inuit in partnership with governments, academic institutions, and other partners.
