Refusal to sign Co-ordination Agreements with First Nations to implement Bill C-92

Government of Alberta has – so far – refused to sign coordination agreements with the Louis Bull First Nation in Alberta and the federal government as required by Bill C-92 “The Indigenous Child Welfare Act”. Agreements are supposed to be signed within one year of a First Nations applying to assume accountability for delivering their own child welfare services. Louis Bull applied in October 2020. After one year, First Nations jurisdiction is supposed to prevail over provincial legislation but Alberta will not yield control. Alberta had expressed concerns relating to liability, oversight and sharing of data.
